The bottom level of the first toe tower has a large open space on the bottom for aircraft to be brought down for repairs and refueling. There is a shifting hydraulic platform to lift aircraft into the second level for take off. The bottom level also has barracks that can hold up to 30 men/women, offices for up to 10 officers, and a dining hall and kitchen to feed the troops.

The top level has the same configuration minus the offices. The area open to the platform below has enough room for 25 aircraft to be loaded up and prepped for flight.
